The latest three Viceroys of the Trade Federation have refused to sign the State and Commerce pact on the grounds that it would entail surrendering sovereignty and acknowledging Imperial legislation within their own borders.
Whilst conflicts emerged when Viceroy Esco refused to sign the pact, no conflicts occurred at the unwillingness of Viceroy Morgarr to sign the accords, instead resulting in a referendum throughout the Glythe sector.
